Major Paul Davis is a member of the United States Air Force, currently assigned to the Office of Homeworld Security.

History

Major Davis was selected to replace Bert Samuels as The Pentagon's primary analyst for SGC operations. He was sent to escort General George Hammond back to Washington, DC after Stargate Command fell out of context after dialing the black hole adjacent P3W-451, and helped coordinate the rescue of SG-1 following their capture by Hathor. During a Foothold situation he was captured by aliens and duplicated using their mimic technology, his likeness later misappropriated by members of the Rogue NID as part of a plot to assassinate Senator Robert Kinsey.  (SG1: "A Matter of Time", "Into the Fire", "Foothold", "Smoke and Mirrors")

His mandate also included matters of Earth defense. He coordinated with Stargate Command when the Asgard ship Biliskner appeared in orbit, and liaised with the rest of the military when the ship crashed and spread its Replicator infestation to a Russian submarine codenamed Blackbird. He was similarly present at Stargate Command during Anubis' attempt to destroy Earth with a naquadah-rich asteroid, and was part of the team that boarded the Anubis Ha'tak when it was guided to Earth by the downloaded consciousness of Thor. He was involved in the efforts to prevent the secrecy of Project Prometheus being compromised, and coordinated with the retrieval efforts when the X-303 was hijacked by the Rogue NID.  (SG1: "Nemesis", "Small Victories", "Fail Safe", "Descent", "Prometheus")

His position held diplomatic responsibilities as well. He was part of the negotiations with the Russian government for access to their Dial Home Device while Teal'c was trapped within the wormhole, conceding Naquadah Generator technology as part of the exchange. When the US government decided to disclose knowledge of the Stargate Program to the other permanent members of the UN Security Council, Davis was part of the briefing. He continued to liase with Stargate Command under the leadership of Brigadier General Jonathan J. O'Neill, now as a member of the Office of Homeworld Security reporting directly to the promoted Lieutenant General Hammond.  (SG1: "48 Hours", "Disclosure", "Zero Hour")

After the fall of the System Lords, Davis worked with SG-7 to assist the Free Jaffa Nation in establishing a democratic government.  (SG1: "Avalon, Part 1")

Major Davis was still the liaison to Stargate Command when the Tok'ra arranged for Ba'al — "the last System Lord" — to stand trial and be extracted from his host. He was present at the SGC a year later when a ZPM-enhanced Wraith Hive launched an attack on Earth. It is unclear if he was reassigned when the Office of Homeworld Security transitioned into Homeworld Command.  (SG1: Continuum; ATL: "Enemy at the Gate")
