Sergeant Connie Smith is a member of the Royal Canadian Regiment of the Canadian Army, and was until recently part of the Atlantis Expedition.
History
One of a handful of Canadians who found their way into the Stargate Program thanks to Stargate Command being located beneath NORAD, Sergeant Smith was initially brought in to help train prospective team members in wilderness survival. As a qualified field medic she often accompanied medical teams offworld, providing a mix of medical assistance and tactical escort. During one such instance, she was badly injured by enemy fire, but was stabilized and rescued by Doctor Janet Fraiser. (SG1: "Heroes, Part 2")
When contact was reestablished with the Atlantis Expedition following the Battle of Atlantis, Sergeant Smith was one of the new additions to the city's military presence, with many of the Expedition's original Marines phased out in favour of either Air Force personnel, or with more bespoke training. She was assigned as a member of Major Elliot Rutherford's team, and was involved in a number of search and rescue missions. When the Daedalus discovered the Ancient ship Tria in the void between galaxies, however, she returned to Earth alongside the rest of the Atlantis Expedition. (SGR: "The Arrow")
Finding herself at somewhat of a loose end, she was tasked with escorting Canada's new IOA representative, Luthor Dovelock, on a routine mission to the Beta Site. (SGR: "The Arrow")

Sergeant Connie Smith was mentioned in 1 episode of Stargate SG-1. She is not portrayed on screen: she is one of the names listed as part of Doctor Fraiser's eulogy.
Her description and portrayal in SGR is based on Amy Jo Johnson — particularly her appearance in Flashpoint, in which she starred alongside Enrico Colantoni. She may be familiar as Kimberly Hart, the Pink Ranger in Mighty Morphin' Power Rangers.
